The appellant present today (04/08/2014) and files his submission to say that during the non-functioning of SCIC in January, 2013, the respondent had approached the Hon’ble High Court of Bombay at Goa and obtained stay in writ petition No. 77 of 2013 copy of stay order filed by the appellant today).

In view of the above the stay order of the Hon’ble High Court, the present 2^nd appeal cannot be given proceeded with. Hence, the present appeal is dismissed with liberty to the appellant that if the stay is vacated and direction is given by the Hon’ble High Court in his favour, then he can approach this Commission within two months of receiving the Order from the High Court and he can request for reconsideration of the present appeal.

With the above liberty the appeal is dismissed. Order declared in open court. Parties may be informed.
