This Second Appeal arises out of RTI application dated 11/041/2011 filed before the PIO/ Deputy Registrar of Cooperative Societies (DRCS) Head office Panaji. It asked 18 questions, many of which contain a large number of sub question. A reply was given by the PIO on 27/04/2011 (within time) inviting the appellant for inspection on any working day and make the payment for desired documents.

He then filed a First appeal. A copy of the Appeal memo is also annexed to the Second appeal filed before GSIC on 21/05/2012. There he mentioned several dates such as 15/04/2012, 16/04/2011 and 16/04/2012, on different documents, thus fails to give correct date of filing the First Appeal. However, it is claimed that FAA has failed to pass any order.

Notices with regard to second appeal were issued fixing the hearing on 29/06/2012 and appellant has continuously remained absent .He has not bothered to know anything about his Second Appeal.

It is seen that he has also not bothered to respond the PIO letter although he is fully aware that information under RTI Act can be obtained only on payment of additional fees. He has himself asked for inspection too. Questions asked are in respect of Campo Verde housing Society (CVHS). And for most of them Registrar office is not liable for keeping information.

The appeal therefore is dismissed for default. Order Declared in Open Court. Inform the Parties.
