1. This second appeal arises out of original RTI application dated 15/06/2012 made to PIO/Dy. Director of Education, Central Education Zone, Panaji, Goa who in turn transferred it under Section 6(3) of the RTI Act to the PIO/Headmistress, Dayanand High School, Chorao, IIhas, Goa regarding certified copies of service file of late Ashok D. Archarya, Ex-Teacher of the Dayanand High School, Chorao, Ilhas, Goa.

2. ]The Appellant has remained absent throughout the various dates of hearing except on the 1^st date i.e 28/03/2013. A last chance notice was issued to him on 17/9/2014 and still his response was nil.

3. Before the FAA on 23/08/2012 stating that the information asked was 3^rd party information and the said Teacher Mrs. Sheela A. Acharya has objected to the disclosed of the information. On the ground that the information was her personal private information and say which may be used by him against her with ulterior motive lie defaming and hurting her privacy.

4. The second appeal does not said any ground as to how the appellant is entitle to 3^rd  party information and what larger to be entries has been served by disclosing private information belonging to the 3^rd party.

O R D E R

The second appeal therefore is dismissed. Order declared in open Court. Inform the parties.
